I came upon this blog entry as part of my own research on this trade, and I recall that just five days prior, then-acting commissioner Bud Selig and the other owners had voted to implement a salary cap. As the result, the Astros found themselves needing to dump salaries and the Padres (who had been dumping salaries just a few years earlier) were well under the cap. Thus, the trade was made (with neither the Padres nor the Astros knowing that the cap would be thrown out and replaced by that "luxury tax" thing).
